Recommendation:  That the Council adopt Ordinance No. 2405 rezoning the property at 7466 S. Howell Avenue from Rs-3, Single Family Residential to B-4 (Highway Business)/M-1 (Manufacturing) PUD (Planned Unit Development).

 

BackgroundWilliam Knapp, owner of the property at 7466 S. Howell Avenue, and First Industrial Realty is requesting that this property be rezoned from Rs-3, Single Family Residential to B-4/M-1 (PUD) Highway Business/Manufacturing.  The rezoning is being requested to allow this property to become part of the Oak Creek Commerce Center Planned Unit Development (PUD). A copy of that Planned Unit Development Conditions and Restrictions is included with this council report. This parcel will be joined with the vacant property to the north to allow for the development of a large manufacturing development.  The City’s Comprehensive Plan has designated this parcel as Planned Industrial, so this rezoning is in accordance with the plan.  This residential property is surrounded by non-residential properties on all sides. 

 

The proposed development would be two (2) multi-tenant speculative buildings.  The building fronting S. Howell would be 81,825 square feet and the building behind that would be 108,132 square feet.  Included with this report is a general site plan and a rendering of the building elevations to give the Commission an idea of what will be proposed on this site.

 

The Plan Commission has reviewed this proposal and has recommended approval subject to the original conditions and restrictions. The Commission has reviewed site and building plans for this development, the majority of which takes place on lands that are currently zoned and included as part of the original PUD.  The Plan Commission’s actions will be contingent upon the Council approving the rezoning of this property.

 

The Oak Creek Commerce Center was developed as a tax incremental financing district (No. 4).  State law requires that TIF districts be made up of whole parcels.  Should the Council approve the rezoning of this property; staff will initiate the steps necessary to amend the boundaries of this TIF district.

 

Fiscal Impact:  There are no outstanding special assessments on this property. The additional investment within this TIF district will have a positive fiscal impact to district, and ultimately the City.
