Recommendation: That the Common Council approve the Police Department’s purchase of replacement body armor for twenty (20) officers and auxiliaries at a cost of $590 each or a total of $11,800.
Background: As per the Oak Creek Professional Policeman’s Labor Agreement, Article 25(b), and the Police Supervisors Labor Agreement, Article 26(b), “The City shall provide replacement body armor upon expiration of the manufacturer’s 5-year warranty.” The armor being worn by seventeen (17) officers will expire this year; and, therefore, will need to be replaced. In addition three (3) auxiliary officers will be equipped with body armor for use during Municipal Court sessions.
The Department has applied for a grant through the Department of Justice Vest Grant Program. That request is pending, with possible approval notice to be received within the next 60 days. If approved, the grant will provide reimbursement in the amount of approximately 43% of the total amount expended toward the purchase of the body armor.
The body armor will be purchased from Advanced Protective Devices located in Little Chute, Wis. This is the vendor sponsored under the Department of Justice Vest Grant Program.
Fiscal Impact: The fiscal impact for the purchase of the 20 vests will be $11,800. If grant monies are approved and received, approximately $4,000-$5,000 will be reimbursed to the project account. Monies were allocated in the 2006 Capital Equipment Program budget in the amount of $11,800 for this purchase.
