Recommendation:  That the Council adopt Resolution No. 10640-051606 approving a certified survey map for Atout Real Estate at 2320 W. Ryan Road.

 

Background:  Atout Real Estate, LLC is requesting approval of a certified survey map for the property at 2320 W. Ryan Road.  The proposed map would create two parcels in the B-4, Highway Business District.  Lots in this district require a minimum lot width of 150 feet and an area of 30,000 square feet.  Each of the lots exceeds this requirement.  Lot 1 contains the existing Pick n’ Save grocery store, parking lot, and stormwater management pond.  Lot 2 will be a vacant lot for future development.  The applicant has indicated that this will most likely be a bank.

 

With the land split Lot 1 will have 38.6 percent greenspace leaving 41,006 square feet of available impervious surface for future building or parking lot expansion.  Both lots will remain under ownership of Atout Real Estate, LLC.  Any proposed development on the vacant lot 2 will be done under a land lease.  The CSM contains a cross-access easement to allow Lot 2 access through Lot 1 should either of them ever be sold.

 

At the Plan Commission meeting, the Engineering Department informed the applicant that there were some erosion control problems at the site.  The applicant has been working to correct these problems.  This CSM will not be recorded until the erosion control has been completed to the satisfaction of the Engineering Department.

 

The Plan Commission has reviewed the proposed CSM and has recommended its approval.

 

Fiscal Impact: The creation of an additional lot for future commercial development will have a positive fiscal impact.
