Recommendation:  That the Common Council adopt Ordinance No. 2397 authorizing a temporary salary adjustment for the current second shift Dispatch Supervisor who is serving as an Acting Administrative Support Bureau Manager.

 

Background:  The Police Department’s Administrative Support Bureau Manager resigned her position with the Department effective October 17, 2005. Since that time, our probationary second shift Dispatch Supervisor has taken on additional duties within the Dispatch Center. The Department attempted to limit the amount of extra responsibilities given to the Dispatch Supervisor, however, staffing shortages within the Dispatch Center, along with the transition to a new CAD system, made this difficult.

Due to the increased work load, we had seriously given consideration to placing an Operations Lieutenant in the Center until the manager position could be filled. This, however, was not practical as a temporary solution due to the time required to gain a working knowledge of the Center’s operations.

 

As mentioned above, the Department is in the process of transitioning to a new CAD and Records Management software. This has turned out to be a huge undertaking, involving many hours of research, implementation and training on the part of the Dispatch Supervisor. The added responsibilities have included, but have not been limited, to the following:

 

1.      The review of the software package.

2.      Attending training sessions on the system.

3.      Training the entire dispatch workforce.

4.      Collecting and entering large quantities of data necessary for the operation of the new system.

5.      Developing procedures unique to the new CAD system.

6.      Troubleshooting the software, and recommending updates needed.

 

The Dispatch Supervisor has performed over and above what is expected of the position. She has been integral in the hiring, supervising, managing, training, evaluating and scheduling of a very inexperienced work force. She has done everything asked of her and done so while maintaining a level of professionalism.

 

The primary reason for not making an earlier request is that the Dispatch Supervisor is currently under a probationary status. However, her performance over the last five months has demonstrated that she is serving as an Acting Administrative Support Bureau Manager and we feel she should be compensated appropriately.

 

The Personnel Committee had approved a salary adjustment of 10% above her present salary effective January 1, 2006, until the position of Support Bureau Manager is filled.

 

 

Fiscal Impact:  With the new temporary salary set at $27.29 per hour, the total fiscal impact, including back pay for hours worked from January 1 until the present, would be approximately $886.
