Recommendation: That the Council adopt Ordinance No. 2399 granting a conditional use permit for an animal boarding kennel for the property at 8411 S. Liberty Lane.
Background: Puppy Playground, LLC is requesting approval of a conditional use for an animal boarding kennel with outdoor play areas for the property at 8411 S. Liberty Lane. The applicant has an accepted offer to purchase this property from the City of Oak Creek. Animal boarding kennels are listed as a conditional use in the M-1, Manufacturing District, so long as the outdoor play area is more than 300 feet from any residential district, which this will be.
If the conditional use permit is issued, the applicant will construct a 3,092 square foot building that will contain a dog day care facility with an indoor play area, kennel area, and grooming facilities. There will also be a gravel outdoor play area. The applicant has submitted a preliminary site plan, however a detailed site and landscaping plan will need to be submitted to the Plan Commission at a later date.
This applicant will also need to apply for and receive a kennel license and follow all regulations in Section 7.6 of the City’s Licensing and Regulation Ordinance.
The Plan Commission has reviewed this proposal and has recommended approval subject to the conditions and restrictions.
Fiscal Impact: There are no outstanding special assessments on this property. The proceeds from the sale of the property, as well as the additional investment into this site will add to the Economic Development Fund. As of this writing, the sale is pending with an offer of $110,000. This will have a positive fiscal impact to the City.
