RECOMMENDATION:  That the Common Council consider a motion to enter into contract with R.A. Smith & Associates, Inc. for the design of the W. Drexel Avenue project, from S. 27th Street to S. 13th Street, in an actual cost fee not-to-exceed $296,326 (Project No. 06010) (1st and 2nd Aldermanic Districts).       

 

BACKGROUND:  The Engineering Department went through a selection process affirmed by the Council on February 7, 2006 where the Council authorized the Engineering Department to enter into contract negotiations for the design of the W. Drexel Avenue project with R.A. Smith & Associates.  The Engineering Department has finished the negotiation of the contract with R.A. Smith & Associates, Inc.

 

The W. Drexel Avenue project consists of reconstructing W. Drexel Avenue from a two-lane rural section into a four-lane urban section with curb and gutter and full storm sewer.  This project will address the future capacity needs as well as the deteriorating pavement surface.  This project will also allow the proposed roadway to be raised so it is out of the 100-year floodplain.  The existing streetlights on power poles are anticipated to be replaced with more modern and stand alone street lights.  The construction is scheduled for the summer of 2008, provided the necessary permitting and property acquisitions are completed.  The W. Drexel Avenue project is estimated to cost $296,326 in design and $3,200,000 in construction with a total cost of approximately $3,500,000.

 

The Engineering Department will authorize the costs in two phases for the design of W. Drexel Avenue.  The first phase will consist of the preliminary roadway design and the preliminary permitting process.  The second phase will involve finalizing the permitting process, real estate acquisitions, final design, environmental documentation and final plans, specifications and estimate.

 

FISCAL IMPACT: The Council allocated $500,000 in 2006 for the W. Drexel Avenue reconstruction project.
