Recommendation: That the Council adopt Resolution No. 10620-040306, approving a certified survey map for the properties 8100, 8240, 8268 and 8300 S. 27th Street.
Background Heartland Development is proposing a certified survey map that will consolidate parcels for the development of the Colonial Woods condominium project as required under the terms of their Planned Unit Development. The certified survey map will create four (4) parcels in the Rm-1 (PUD) district. Lots 1 and 3 will be the site of the Colonial Woods condominium development. Lot three will be created as the result of the extension of W. Forest Hill Avenue but will not have any buildings on it. Additionally this certified survey map will create Lot 4, which contains 20 acres of woodlands that will be dedicated to the City of Oak Creek.
The CSM will also dedicate the right-of-way for a north-south segment of S. Orchard Way and the extension of W. Forest Hill Avenue, which will line up with W. Forest Hill in the City of Franklin. A development agreement will need to be entered into for these roadways as well as any public infrastructure required for this development. There are minor technical corrections that need to be made to the CSM prior to recording. These include the removal of an easement from an adjoining property, and the inclusion of language on the CSM acknowledging that the City accepts dedication of the woodland preservation area and public streets.
The Plan Commission has reviewed this request, and recommended its approval.
Fiscal Impact: Condominiums of the type and value proposed have been demonstrated to have a positive fiscal impact on the City. There are outstanding assessments as follows, due on or before 5-15-06:

8240 S. 27th St. $21,567.00 Sanitary Sewer & Water Main
8300 S. 27th St. $1,373.04 Water Main
