Recommendation: That the Council adopt Resolution No. 10617-032106, approving a certified survey map for the properties at 7801 & 7821 S. Howell Avenue.
Background: The applicant is requesting approval of a certified survey map that will combine the two parcels at 7801 & 7821 S. Howell Avenue along with an outlot used for stormwater management into one 4.09 acre parcel. The applicant is requesting this to allow for future development that will require a larger parcel. The Zoning Code requires lots in the B-2 district to provide sufficient area and width for the principal structure(s) and its accessory structures, off-street parking and loading areas, and required setbacks. Given that smaller parcels are being combined, staff sees no problems with the certified survey map as proposed. Any future development will need to meet the requirements of the B-2, Community Business zoning district.
Staff does remain concerned however that any stormwater management facilities constructed in connection with the development of this property are designed to minimize the impact on adjacent properties. Originally, the outlot that was to have contained the stormwater management facilities was increased in size to allow the pond to be located as far south as possible. Since this action would remove that outlot, there is potentially less control over the location of the pond. Staff would like it noted for the record that there be an appropriate buffer between the stormwater facilities of this lot and the adjacent property to the north.
The Plan Commission has reviewed this request, and recommended its approval.
Fiscal Impact: The approval of this certified survey map would create a 4 acre parcel for nonresidential development which will have a positive fiscal impact. There are no outstanding special assessments on this property.
