RECOMMENDATION:  That the Common Council consider a motion to enter into contract with R.A. Smith & Associates, Inc. for the design of the E. Puetz Road and S. Shepard Avenue intersection improvement project in an actual cost fee not-to-exceed $74,126 (Project No. 06011) (3rd Aldermanic District).         

 

BACKGROUND:  The Engineering Department went through a selection process affirmed by the Council on February 7, 2006 where the Council authorized the Engineering Department to enter into contract negotiations for the design of the E. Puetz Road and S. Shepard Avenue intersection improvement project with R.A. Smith & Associates.  The Engineering Department has finished the negotiation of the contract with R.A. Smith & Associates, Inc.

 

The Council originally allocated funds for the installation of traffic signals, minor modifications to median islands and the addition of temporary radius returns until the expansion of E. Puetz Road from S. Shepard Avenue to S. Pennsylvania Avenue, which is projected to be constructed in approximately five years.  The Engineering Department investigated the cost and impacts of a full expansion of the intersection to its ultimate section and location.  Both options were presented to the CIP Committee during the CIP meeting on February 7, 2005.  The CIP Committee reviewed both options and recommended that the full expansion of the intersection be designed and constructed at this time.

 

The E. Puetz Road and S. Shepard Avenue intersection improvement project consists of reconstructing S. Shepard Avenue to the ultimate urban section (41’ back of curb to back of curb) with curb and gutter and full storm sewer.  The centerline of S. Shepard Avenue will also be reconstructed onto the existing section line which is approximately 33’ to the east of the existing centerline.  The limits of work on S. Shepard Avenue are approximately 1000’ north and 600’ south of E. Puetz Road (see attached Exhibit A).  The project limits on E. Puetz Road are 50’ west and 500’ east of S. Shepard Avenue.  The intersection will also incorporate traffic signals, new storm sewer, concrete sidewalk and street lighting.  The realignment of this intersection will provide a solid starting point for the future E. Puetz Road expansion scheduled for 2010.  This project is scheduled for construction in the summer of 2007.

 

The E. Puetz Road and S. Shepard Avenue intersection improvement project is estimated to cost $74,126 in design, and $725,000 in construction with a total cost of approximately $800,000.

 

FISCAL IMPACT:  The Council allocated $100,000 in 2006 for the E. Puetz Road and S. Shepard Avenue intersection project.
