Recommendation: That the Common Council concurs with the Engineering Department and authorizes the Engineering Department to enter into contract negotiations with R. A. Smith & Associates, Inc. for the design of W. Drexel Avenue from S. 27th Street to S. 13th Street and the signalization of E. Puetz Road and S. Shepard Avenue.
Background: The CIP Committee approved the funding for the design of W. Drexel Avenue from S. 27th Street to S. 13th Street and the signalization of E. Puetz Road and S. Shepard Avenue. The Engineering Department is working on the design of the Northbranch Industrial Park and the annual paving projects, and does not have the manpower to get the design of the roads completed in the given time frame.
The Engineering Department advertised and requested that a statement of qualifications be submitted for the design of future capital improvement projects. We received 20 submittals for the projects. The submittals gave an outline of the firms, experience of the people who would be working on the project and experience the firm has with municipality projects. The scope of work that we were looking for included wetland expertise, real estate acquisition, public relations, storm water management, and transportation engineering. We then narrowed the field to six prospective consultants and asked them to submit their anticipated schedules for the design of W. Drexel Avenue and the signalization of Puetz Road and Shepard Avenue. The six firms were R.A. Smith, HNTB, Strand, TN & Associates, Short Elliott Hendrickson and Graef, Anhalt, Schloemer. Of these six firms, R. A. Smith rated the best overall in all categories throughout the process. The Engineering Department recommends R. A. Smith for the work based on their knowledge of the projects, past experience in the municipal field, and quality of work.
Fiscal Impact: The CIP Committee has approved funds for the design of both projects.
