Research needed to consider potential redevelopment of property at 8640 S. Howell Ave. (City Hall complex)

 

Background:

At the Jan. 17th Council meeting, there was a discussion of the Request for Proposals being sent out to determine interest in potential redevelopment of the City Hall complex.  In that discussion, the future needs of City facilities such as the City Hall building, the Library, the garage, and Fire Station #1 were mentioned, and the fact that the Mayor’s ad-hoc committee would be researching space needs for those facilities.  Some questions arose about what it would cost to renovate or remodel the current buildings, believing those estimated costs should be weighed against any potential costs arising from relocating.  Staff reported that a brief programming study on the City Hall building was begun, at no charge, by the firm of Angus-Young in 2000, but was not in-depth nor was it ever completed.  Based on the discussion, staff understood that the Council wanted to have at least the brief study elements updated to give some idea of what current costs for City Hall would be, so Angus-Young was contacted to provide updated information to their previous programming report.  Subsequently, some Council members indicated that was not the intended result of their comments.

Now, before staff proceeds with any additional information gathering, we believe it is prudent to have the Council offer direction on what specific data is needed to evaluate proposals for redevelopment and relocation versus renovation/remodeling.

 

 

Fiscal Impact

Costs for an update to the 2000 Angus-Young programming data are estimated at between $2,000 and $2,400.
