Recommendation: That the Common Council approve the Police Department’s purchase of five (5) replacement vehicles as outlined below:
3 2006 Ford Crown Victoria Police Vehicles (marked squads)
1 2006 Ford Crown Victoria Police Vehicle (unmarked squad)
1 2006 Chevrolet Tahoe 2WD Police Vehicle (marked squad)
Background: During the initial budget process, the Police Department provided justification and requested the authorization to replace five high-mileage police squads. Based on the current mileage of the squads, we will be replacing the following five vehicles: one 1999 Ford Crown Victoria with 116,125 miles, one 2003 Ford Crown Victoria with 102,025 miles, one 2004 Ford Crown Victoria with 98,758 miles, one 2003 Chevrolet Tahoe with 133,005 miles and one 2004 Chevrolet Tahoe with 96,205 miles. These used vehicles will first be offered to other City Departments for use as a non-emergency vehicle. If there is no interest by other City Departments, the vehicles will be sent to auction.
It should be noted that the marked vehicles average 5,000 to 7,000 miles per month. Therefore, since it can take as long as four to six months after an order is placed before delivery of the new vehicles is made, the actual vehicle mileage at the time of replacement will be considerably higher.
The costs for both the 2006 Ford Crown Victoria and the 2006 Chevrolet Tahoe 2WD replacement vehicles are based on the State bid, which was awarded to Ewald Automotive. The price of the Ford Crown Victoria vehicle has remained the same for the past four years.
Fiscal Impact: The total cost of the five vehicles is $108,721, which is below the $120,400 allocated in the Police Department’s 2006 budget line item #490. A breakdown of the cost is as follows:
3 2006 Ford Crown Victoria marked squads @ $20,387 each: $61,161.00
1 2006 Ford Crown Victoria unmarked squad 20,528.00
1 2006 Chevrolet Tahoe 2WD marked squad: $27,032.00
TOTAL: $108,721.00
