Recommendation: That the Common Council approve the Memorandum of Understanding between the City of Oak Creek Health Department and the City of South Milwaukee Health Department concerning Environmental Health Lead Hazards.
Background: The purpose of the memorandum of understanding is to provide environmental health specialist services for investigation of an Oak Creek dwelling where a child with elevated lead level resides. Oak Creek Health Department staff is no longer certified as lead risk assessor/inspector. Resources include state employees and other local providers. The South Milwaukee Health Department employs an Environmental Health Specialist that may be asked to provide any appropriate services relating to any lead hazard pursuant to Wisc. Stats. §251 dependent upon availability and current work load.
As directed during the Oak Creek Health Department Level I review process (DHFS) it was recommended that a stronger assurance of coordination activity was needed. The recommendation was to develop and sign a memorandum of understanding between the Oak Creek Health Department and the South Milwaukee Health Department to assure adequate reporting of lead poisoning and follow-up in accordance with Wisc. Stats. §254.13.
Board of Health approval was obtained on December 15, 2005.
Fiscal Impact: The South Milwaukee Health Department’s initial lead inspection fee is $400. A re-inspection fee of $150 will be incurred per visit until compliance with orders is met. Therefore, the minimum inspection fee is $550.
