Recommendation:  That the Common Council approve the Memorandum of Understanding between the City of Oak Creek Health Department and the City of South Milwaukee Health Department concerning Beach Water Testing

 

Background:  The Wisconsin Beach Monitoring Program contract was developed in accordance with obligatory performance criteria associated with a federal grant between the State of Wisconsin Department of Natural Resources and the South Milwaukee Health Department. On May 6, 2003, the Oak Creek Common Council approved participation in the DNR-mandated grant process for beach water testing at Bender Park in a consortium with the South Milwaukee Health Department for the duration of the grant.

 

As directed during the Oak Creek Health Department Level I review process (DHFS) it was recommended that a stronger assurance of coordination activity was needed. The recommendation was to develop and sign a memorandum of understanding between the Oak Creek Health Department and the South Milwaukee Health Department for beach water testing procedures in accordance with Wisc. Stats. §254.46.

 

Board of Health approval was obtained on December 15, 2005.

 

 

Fiscal Impact:  Currently this program is funded with a federal grant until 2011. Each year the funding may change. Also, depending on the status of the water, retests each week may occur. An estimated cost for Oak Creek may be $300-$400. So far no additional costs have been billed to Oak Creek since the inception of the testing in 2003.
