Recommendation:  That the Common Council approve the Parks, Recreation & Forestry Department to use 2005 & 2006 CEP Fund balances to purchase a V-plow in the amount of $6,750.

Background: The V-plow attachment for the Holder Tractor would be used for snow removal from approximately 8 miles of sidewalks and bike trails.  The V-plow attachment would be used as a straight blade and a V-plow blade.  The trip edge feature will result in less damage to the sidewalks and plow blade while allowing the plow blade to ride on the pavement surface for cleaner removal of snow and ice.  The cleaner surface will result in less salting and provide a safer surface for travel.

During the 2007 budget process, the Common Council decided not to allocate funding for the V-plow and moved consideration of purchasing the V-plow to the 2008 CEP budget. Since sufficient funds are available for this purchase, it’s recommended to make the purchase this year to avoid future price increases.

Fiscal Impact:  There is a $3,536.77 balance in the 2005 Parks, Recreation & Forestry CEP Account #05005, and an estimated $4,000 balance in the 2006 Parks, Recreation & Forestry CEP Account #06024 that is available for the purchase of the V-plow.
