Recommendation:  Common Council to authorize the Health Officer to sign the annual Consolidated Grant Contracts, including Preparedness and Children and Youth with Special Health Care Needs (CYSHCN).

Background:  The Health Department annually applies for and receives grant money to help with the various programs offered through the Health Department.  The Consolidated Grant money has been around for more than 25 years.  Preparedness dollars have been available since 9-11 and the CYSHCN funding was negotiated for Oak Creek in late October 2006 for next year.  The Health Department will receive approximately $52,000 in 2007 from these grants.  In order to receive the monthly payment checks in January the signed contract(s) must be returned to the State within a very short time frame. 

Fiscal Impact:  Receipt of the grant would increase approximately $22,000 in revenue in the 2007 Budget.  The Health Department grant process was not completed at the time of the 2007 Budget so that revenue was included.
