RECOMMENDATION:  That the Common Council consider a motion to enter into contract with Angus-Young Associates, Inc. for the design and construction support for the Streets, Recreation and Forestry facility in a fixed fee not-to-exceed $417,200 plus $50,000 of estimated reimbursable expenses (Project No. 06027) (2nd Ald. District).               

 

BACKGROUND:  The Preliminary Facilities Program was conducted by Angus-Young Associates, Inc. and provided to the City of Oak Creek on July 7, 2000.  This effort was recently updated with the approval and direction of the Council.  The new study adding the Parks and Forestry Department, dated September 11, 2006, was distributed to the Council members.  The design fee (fixed fee plus expenses) is 4.7% of the estimated construction cost for the ultimate building.  The design will be for the ultimate building as well as scaled-down options which will allow for award options.

 

The envisioned building is significantly different from Fire Station 3 and the Police Station in that it has a higher percentage of unfinished space,  is being designed around an existing structure, and has a greater set of physical constraints to name a few.  The contract for Fire Station 3 was entered into with Angus-Young Associates, Inc for 6.9% of the construction cost.  The contract for the Police Department was entered into with the Zimmerman Design Group for 6.6% of the construction cost.  The Engineering Department feels that the proposed fee by Angus-Young Associates, Inc at 4.6% of the estimated construction cost is reasonable and competitive.

 

FISCAL IMPACT:  The existing monies, budgeted and uncommitted, for this effort currently sums to $1.4 million.  Additionally, impact fees for the Parks and Forestry share of the project will be available in an amount approaching $0.5 million.
