Discussion:  The Village of Caledonia Sewer Utility District No. 1 is requesting to borrow from the City of Oak Creek 170,000 gallons per day of peak flow capacity which has been assigned to the City by the 2010 facility plan prepared by the Milwaukee Metropolitan Sewerage District.

 

Background:  When the MMSD completed their 2010 facility plan, they included additional growth capacity for those municipalities that anticipated growth.  The City of Oak Creek was planned to increase its peak flow by 16,000,000 gallons per day.  The beginning year for this utilization was 1990.  Since that year, Oak Creek has added almost 14,000,000 gallons per day peak flow to its system leaving a balance of 2,000,000 gallons per day peak flow.  Over the time since the accounting started, the average volume Oak Creek has added to the system is 875,000 gallons per day peak flow per year.  The Village of Caledonia received zero.

 

The MMSD is now in the process of finishing their 2020 facility plan.  This plan is under a court stipulated schedule which requires a DNR approval before the end of 2007.  I have been assured by MMSD that they are on schedule to meet the stipulated dates and there are no proposed projects to be constructed which would cause Oak Creek to remain under the old allocation system.  If these facts remain unchanged, the City has 2,000,000 gallons per day to use during a period of time when based on historical usage it is likely to use 1,000,000 gallons per day.

 

The 2,000,000 gallons of capacity would allow the development of 2,700 (presently unsewered) lots or the development of 300 (presently unsewered) industrial acres, or any combination.  Commercial development does not require any capacity.  The requested capacity will have no value once the 2020 system is implemented.

 

If the City of Oak Creek agrees to the capacity request, the Oak Creek Sewer and Water Utility would have to amend its contract with Caddy Vista Sanitary District to reflect the impact of the new development.
