Recommendation:  That the Common Council award the bid for purchase and construction of a cold storage building to Lester Buildings, Inc., in the amount of $98,805, and award the bid for purchase and installation of a dry sprinkling fire protection system to Quality Fire Protection, Inc., in the amount of $16,260.

 

Background:  During the 2005 budget process, the Common Council approved the purchase and construction of a cold storage building to be shared by the Street Department and Parks, Recreation & Forestry Department.

 

At their October 25, 2005, meeting the Plan Commission approved the site and building plans for the proposed storage building subject to the following conditions:

            1.  That all building and fire codes are met.

            2.  That the final landscaping plan is received and approved by the City Forester.

 

Acting Fire Chief George Krudop concurs with former fire chief, Jerry Hammernik’s position that the fire department is willing to accept the building with the sprinkler system without the required hydrants under the condition the hydrants will be brought to code when the City remodels the street department’s garage building or constructs additional buildings on the campus (see enclosed memorandum).

 

Quality Fire Protection, Inc. was the lowest, responsive, responsible bidder for the fire protection system.

 

Lester Buildings, Inc. was the lowest bidder for the cold storage building.  They had one minor deviation from the bid specifications; that being a 30 year side wall paint warranty instead of the requested 35 year warranty.  We feel we can waive this minor deviation.

Other approximate expenditures for this project include plumbing ($5,000), light fixtures ($1,000), and alarm monitor/detection system ($1,200), and landscaping materials ($1,300).  Site preparation, restoration, landscaping and electrical installation will be performed by City employees.


 

Fiscal Impact:  During the 2005 budget process, the Common Council approved expenditure of the needed funds from the Street Department CIEP account #03024 to be used for this project.  That account currently has a balance of $208,000.
