Recommendation:  That the Council authorize expanding the Dust and Noise Abatement program related to the WE Energies Power Plan Project to Areas B and C of the plan, approved per Resolution No. 10532-071905.

Background:  The implementation of the plan in Area A in the fall of 2005 has been successful, with 86 percent of the affected property owners applying for an average reimbursement of $3,883. Increasing the availability area would allow more property owners to make improvements that will mitigate the effects of the expanded power plant.

Fiscal Impact:  Funds in the amount of $440,000 will be transferred from the WE Power Mitigation Fund.
