Recommendation:  That the Common Council:

 

1)       Authorize the City Attorney, and the City Engineer to negotiate a contract with Richard Kahle to perform house inspections as part of the Noise and Dust Grant program related to the WE Energies Power Plant Project.

2)       Authorize the Mayor and City Clerk to execute the contract on behalf of the City of Oak Creek.

3)       Modify the program design to accept applications until December 15, 2005.

4)       Clarify that the reimbursable costs are the total approved costs minus any available rebates.

 

Background:  On July 19, 2005, the Council approved a Dust and Noise Abatement Grant program.  An element of the program called for a home inspection to help the eligible residents make informed choices as to how to best participate in the program.  A request for proposal was developed and advertised.  The City received three proposals.  An internal committee reviewed the proposals and recommends that the City negotiate a contract with Richard Kahle.

 

By awarding the contract in this manner, we can begin to prepare the mailings to eligible residents now, preserving an additional one to two weeks for the residents to prepare applications.  We Energies has begun multiple shift operations, and the City has not communicated the program since the application process could not be determined without knowing the provider of inspection services.

 

At the time the program design was put together, it did not include the inspection phase.  In order to reflect the delay in the program, it is recommended that the application phase be extended to December 15, 2005.

 

In a discussion with Mr. Kahle, the City became aware that a substantial number of rebates will be available to the residents.  It is recommended that the reimbursable costs under the program are the costs incurred minus all available rebates up to a maximum City grant of $4,000.

        

Fiscal Impact:  Funds have been set aside to pay for this program from the 2005 mitigation money paid by WE Energies.
