Recommendation: That the Common Council, upon consideration of the petition request to not install sidewalks in the Pioneer Estates Addition No. 3 Subdivision, direct the Developer to install the sidewalks per approved plans, specifications and RS-3 zoning requirements.
BACKGROUND: The Developer of Pioneer Estates Addition No. 4, as a condition of his development agreement, must install the remaining improvements for Pioneer Estates Addition No. 3; i.e. sidewalks, street lights and final surface asphalt. These improvements are a requirement of R-3 zoning and were included in the approved plans for the Pioneer Estates Addition No. 3 Subdivision.
Sidewalk requirements in RS-3 & 4 zoning, along with street lights, provide an element of safety for pedestrians Elimination of sidewalks removes that element. This is evidenced by the recent elimination of sidewalks in the Oak Leaf Estates Subdivision. In that subdivision, the Common Council voted to eliminate sidewalk, and not too long thereafter, the subdivision was looking for traffic controls to make it safer for pedestrians in the street.
FISCAL IMPACT: Developer’s costs are reduced.
