Recommendation:  That the Council concur with the Community Development Authority, and select the firm of HNTB to provide development advisory services to the City for South 27th Street, and authorize the Mayor and Acting City Administrator to enter into a contract for those services.

 

Background:  On February 14 of this year the Common Council authorized the release of a Request for Qualifications (RFQ) for development advisory services for implementation of the recommendations of the 27th Street Corridor and Subarea Plans.

 

The Community Development Authority has since prepared and sent out the RFQ.  The initial release to the RFQ received only three responses.  The CDA felt that the limited response did not provide them and adequate basis for making their recommendation to the Common Council.  They therefore readvertised the RFQ, and received a much better response.  A total of 11 responses were received.  Of those, the CDA short listed three to make presentations.

 

The three firms that were selected for further consideration were HNTB, URS and S.B. Friedmann & Co.  Of the three, the CDA felt that HNTB was best suited to take on the role of development advisor to the City for this project.  Since the recommendation by the CDA, members of the 27th Street Steering Committee have met with representatives of HNTB to develop a preliminary scope of services to present to the Council as part of the CDA recommendation.  The attached document (Implementation Strategies for South 27th Street Sub-Area) was drafted as a basis to develop that scope. 

 

The selection of a development advisor is the next step in the continuing role of the City in shaping the future of the 27th Street urban village.

 

 

Fiscal Impact: Based on the attached scope of services, it is anticipated that this service will cost $75,000.  There is funding available in the economic development fund.  However those funds are anticipated to be depleted in 2006 if no additional funding sources are provided.
