Recommendation:  That the Common Council A) approve the hiring of a temporary part-time dispatcher; and B) adopt Ordinance No. 2363, an Ordinance amending Section 5 of Ordinance No. 2333 to add the position of part-time Emergency Services Dispatcher with a salary range of $15.688 - $18.862 per hour.

 

Background:  Since May of 2005, the Police Department has lost three Emergency Service Dispatchers, with a fourth loss anticipated by the end of August. One replacement was recently hired, but will undergo several months of training prior to being counted as staffing. In addition, this new hire was the last candidate on the Department’s eligibility list and, therefore, a new process is underway to create a new eligibility list. This new process has been expedited, however, the actual hire date will not take place until approximately the first part of October. Again, those hired will undergo several months of training prior to being counted as staffing. This leaves the entire dispatcher unit short-staffed. The absence of four dispatchers severely hinders dispatching operations. It is imperative that the Department address the temporary shortage. A past dispatcher is currently employed by the Department as a part-time clerk. She is willing to fill in for the 4-month period until new dispatchers can be hired and trained. Her past dispatching experience allows the Department to fill the shortage immediately and without extensive training.

 

The current Salary Ordinance does not include the position of part-time Emergency Services Dispatcher. We are, therefore, respectively requesting that the Ordinance be amended to include the position. In addition, we are requesting permission to fill this temporary part-time dispatching position. The Department understands that this part-time employee will not be allowed to work more than 1550 total hours during the calendar year 2005. These requests were approved at the July 28, 2005, Personnel Committee meeting.  

 

Fiscal Impact:  There will be no fiscal impact as unused salaries from the loss of four dispatchers will be available in the Department’s full-time salaries account to offset any overage in the part-time salaries account.

                      An Ordinance amending section 5 of ordinance 2333,

relating to the position of part-time Emergency Services Dispatcher

 

 

The Common Council of the City of Oak Creek do hereby ordain as follows:

 

Section 1: Ordinance No. 2333, Section 5 is hereby amended to include the part time position of Emergency Services Dispatcher and salary range as follows:

 

 

                    PT Emergency Services Dispatcher             $15.688 - $18.862 per hour

 

 

Section 2: All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.

 

 

Section 3: This ordinance shall take effect and be in force upon its passage and publication, and shall be effective August 1, 2005.
