Recommendation:  That the Common Council consider a motion to award the Shepard Avenue Storm Sewer Improvements project (Project No. 04008, 5th Aldermanic District), and the St. John’s Estates Storm Sewer Improvements project (Project No. 05026, 6th Aldermanic District) unit price contract to the lowest responsive, responsible bidder, Musson Bros., Inc.

 

Background:  The Shepard Avenue Storm Sewer project will eliminate a back pitched storm sewer and reroute the storm sewer through the Jenna Prairie Subdivision into the existing detention basin.  The St. John’s Estates Storm Sewer project will reduce the flooding problem in the area between the Church and St. John’s Estates Subdivision.

 

The Engineering Department prepared the plans and specifications for the project and the work was advertised.  This is a unit price contract.  Thus, the bids were evaluated based on estimated quantities.  The following four bids were received:

Musson Bros. $222,783.00 bid breaks down as follows:

 

            Project No. 04008 – Shepard Avenue Storm Sewer                          $129,484.00

            Project No. 05026 – St. John’s Estates Storm Sewer                        $93,299.00

 

Fiscal Impact:  The Shepard Avenue Storm Sewer project will be funded from Project No. 04008.  The 2004 CIP budgeted $100,000 for this project.  The additional funding will be from a matching fund grant (up to $82,000) received from the DNR for this project for a total maximum of $182,000.  The St. John’s Estates Storm Sewer Project will be funded from an already completed transfer of $115,000 to Project No. 05026.
