Recommendation:  To concur with the recommendation of the Traffic and Safety Commission and remove the stop signs at the intersection of S. Quincy Avenue and E. Monroe Avenue.

 

BackgroundThe request was discussed at the Traffic and Safety Commission meeting on May 11, 2005.  The stop signs were discussed and approved for a 6-month study in an attempt to reduce the speeding on Quincy Avenue at the February 2004 Traffic and Safety Commission meeting.  The Common Council approved the installation.  Then in October 2004, the study was extended for another 6 months.  The Traffic and Safety Commission received one petition to remove the stop signs from John Fratrick and one to keep the stop signs from Robert Brunt.  The stop sign does not meet the warrants of the MUTCD and the traffic studies show a 2 mph reduction in the 85th percentile mid block speeds. The study also shows that 5% or 53 of the 1,035 vehicles ran the stop sign on S. Quincy Avenue in a 24-hour period.
