Recommendation:  That the Common Council consider a motion to award the Southbranch Industrial Park Road Reconstruction contract to the lowest responsive, responsible bidder, Payne & Dolan, Inc. (Project No. 04003).

Background:  The Common Council adopted Resolution No. 10513-050305, approving the special assessment of the project on May 3, 2005.  The cost of the project was estimated at $1.4 million for the proposed special assessment.  The Engineering Department prepared the plans and specifications for the project and the work was advertised.  The following bid was received:

Contractor	Bid
Payne & Dolan	$1,067,830.14

Fiscal Impact:  The City of Oak Creek had previously budgeted $1 million for this project and an additional $1.1 million in the 2005 CIP budget.
