Recommendation: That the Common Council consider a motion to award the 2005 Road Improvements unit price contract to the lowest responsive, responsible bidder, Payne & Dolan, Inc. (Project Nos. 05012 through 05018).
Background: The Common Council adopted Resolution No. 10489-031505, approving the project on March 15, 2005. The Engineering Department prepared the plans and specifications for the project and the work was advertised. This is a unit price contract. Thus, the bids were evaluated based on estimated quantities. The following three bids were received:

Fiscal Impact: There is approximately $287,000 in the “Unspecified Streets” control account left over from past paving projects and $500,000 budgeted for in the 2005 CIP, for a total of about $787,000 available for this year’s paving program.
