Recommendation: That the Council adopt Resolution No. 10506-040405, which would approve the development agreement for the Micjensar Development certified survey map (CSM) at 10020 and 10050 S. Shepard Avenue. (Tax Key No. 922-9063 and 9029-001) (5th Aldermanic District)
Background: Micjensar Development has requested approval of a Certified Survey Map to subdivide the properties at 10020 and 10050 S. Shepard Avenue into two parcels fronting Shepard Avenue, and an outlot in the interior that will be further platted as the Shepard’s Orchard subdivision. This Certified Survey Map also includes a road dedication for E. Oak Lane to match the future right of way for Oak Lane on the west side of Shepard Avenue.
An extension of sanitary sewer will be needed in order to service the two proposed parcels. As such, a development agreement is required to establish the responsibility for, and the timing of this public improvement. Once the improvements identified by the development agreement have been certified as complete, the CSM will be brought forward to the Common Council prior to its recording.
Fiscal Impact: Data has suggested that any homes constructed on the two new parcels would need to have an assessed value in excess of $249,577 in order to generate revenues equal to costs. There are no outstanding assessments on this property.
