Recommendation:  That the Council not adopt Ordinance No. 2344, which would rezone the property at 6890 S. Howell Avenue from B-4, Highway Business to M-1, Manufacturing, and authorize the issuance of a conditional use permit for a truck maintenance facility.

 

Background: Superior Properties is requesting that the property at 6890 S. Howell Avenue be rezoned from B-4, Highway Business to M-1, Manufacturing with a conditional use for a truck maintenance facility. The Comprehensive Plan has this property designated as Planned Industrial, therefore this rezoning would be consistent with the future land use plan.

 

The proposed fleet maintenance facility would primarily serve the Roadway Trucking fleet, located to the east of this parcel.  The facility would offer service (including oil changes) and minor repairs from 6:00 a.m. to 12:00 a.m., seven days a week.  There would likely be two (2) shifts with five (5) employees working each shift.  All maintenance work would be done indoors and there would be no storage of trucks on the site. 

 

The applicant has provided preliminary building and site plans for the fleet maintenance facility to provide a general idea of what they are proposing.  The applicant would have to submit final site, building, and landscaping plans at a later meeting date if the rezoning and conditional use is approved.

 

The Plan Commission has reviewed this request, and has recommended that the rezoning and conditional use permit not be approved.  Because the Commission recommended against approval of the rezoning and conditional use there were no conditions and restrictions reviewed.

 

If the consensus of the Council was to approve this rezoning and conditional use, the appropriate action would be to refer this item back to the Plan Commission for review and recommendation of appropriate conditions and restrictions.

 

Fiscal Impact:  The development of this property would add to the commercial tax base of the City.
