Recommendation:  That the Common Council approve the Police Department’s purchase of five (5) replacement vehicles as outlined below:

 

4       2005 Ford Crown Victoria Police Vehicles (marked squads)

1       2005 Chevrolet Tahoe 4WD Police Vehicle (marked supervisor squad)          

 

Background:  In the initial budget process, the Police Department requested six replacement vehicles, and received approval for five of the six requested. Based on the current mileage of the squads, we will be replacing the following five vehicles: one 2003 Ford Crown Victoria with 115,842 miles, one 2003 Ford Crown Victoria with 109,402 miles, one 2002 Ford Crown Victoria with 109,203 miles, one 2001 Ford Crown Victoria with 115,101 miles and one 2002 Chevrolet Tahoe with 117,309 miles. These used vehicles will first be offered to other City Departments for use as a non-emergency vehicle. If there is no interest by other City Departments, the vehicles will be sent to auction.

 

It should be noted that the marked vehicles average 5,000 to 7,000 miles per month. Therefore, since it can take as long as four to six months after an order is placed before delivery of the new vehicles is made, the actual vehicle mileage at the time of replacement will be considerably higher.

 

The costs for both the 2005 Ford Crown Victoria and the 2005 Chevrolet Tahoe 4WD replacement vehicles are based on the State bid, which was awarded to Ewald Automotive. The price of the Ford Crown Victoria vehicles has remained the same for the past three years.

 

Fiscal Impact:  The total cost of the five vehicles is $110,550, which is below the $116,850 allocated in the Police Department’s 2005 budget line item #490. A breakdown of the cost is as follows:

 

            4       2005 Ford Crown Victoria marked squads @ $20,585 each:           $82,340.00

            1       2005 Chevrolet Tahoe 4WD marked supervisor squad:                   $28,210.00

                                                                                               TOTAL:          $110,550.00
