Recommendation: That the Common Council authorize the Mayor and City Clerk to execute an addendum to the 2004-05 contract with Milwaukee County for the provision of paramedic service.
Background: The contracts between Milwaukee County and the fire departments hosting paramedic units expired at the end of 2003. A new contract was established for 2004-2005 establishing funding for an Oak Creek unit. The contract before the Council at this time is the consensus document worked out between the Community Representatives and Milwaukee County with the financial formula as agreed to by the ICC. The new rate would be a dispersal of four and one sixth percent (4.1667%) a substantial increase from the current (2.222%) and amounts to an increase of approximately $100,000 in revenue for the City of Oak Creek. The revenue percentage increase is retroactive to January 1, 2005.
Under this proposal, the City of Oak Creek has the same contract as the other units in the paramedic system and all other provisions of the agreement are unchanged.
Fiscal Impact: The funding under the contract is a mix of guaranteed funding from the County and a percentage share of the billing revenue by the paramedic system. The exact amount of the funding is dependent upon the collections. Again the estimated increase is $100,000.
