RECOMMENDATION:  That the Common Council adopt Resolution No. 10454-020105, commendation to Russell A. Wickman, retiring Water Plant Operator.

BACKGROUND:  Russell A. Wickman is retiring after serving the Utility for over 24 years.  It is customary for the Council to adopt a resolution of commendation.

FISCAL IMPACT:  Sufficient funds have been budgeted in 2005.
