Recommendation:  That the Council authorize the City Administrator to execute a professional services agreement with Ruekert & Mielke to prepare the zoning overlay districts necessary to implement the 27th Street Corridor Plan.

 

Background:  The 27th Street Corridor Plan, which is being considered for adoption by the Common Council this evening, advocates the creation of four different zoning overlay districts to implement the zoning recommendations and design guidelines for each of the districts in the plan.  The goal is to create zoning regulations for Oak Creek and Franklin that have the same substance, even if the form varies.  In fact, the Common Council is being asked to consider an extension to the development moratorium along the corridor to give the municipalities the opportunity to adopt those overlay districts so that no incompatible development would occur.

 

The planning and engineering firm of Ruekert & Mielke was part of the team that developed the corridor plan.  They were responsible for the bulk of the zoning recommendations made by the plan.  Their familiarity with the plan and its recommendations, coupled with the firm’s unique ability to coordinate the substance of the overlay districts with those in Franklin, make them a logical and cost effective choice for this project.

 

Fiscal Impact:  As part of the 2005 budget the Council allocated $55,000 for consulting services, in part to implement the recommendations of this, and the subarea plan.  The cost for the creation of these overlay districts would be billed at a time and materials basis not to exceed $3,500.
