Recommendation:  That the Common Council approve the Police Department’s purchase of 24 RBR Combat MK-II Tactical Helmets from Advantage Police Supply at a total cost of $6,051.

Background: The ERU team currently uses military surplus helmets whose ballistic capabilities are substandard as they are designed to withstand shrapnel, not firearm rounds. These tactical helmets will have the same ballistic capabilities (Level IIIA) as the tactical ballistic vests the Department is requesting to purchase. Due to ongoing, overseas military operations, the Police Department is unable to obtain any upgraded replacement tactical helmets through the military surplus system.

The helmets now issued will be returned to the military as is required by their surplus program. 

Fiscal Impact:  The total cost for 24 RBR Combat MK-II Tactical helmets, including shipping, is $6051. This item was approved as part of the CEP program in the 2006 budget.
