Recommendation:  That the Common Council award a contract to Angus-Young Associates for the re-programming and preliminary planning for modifications to the street garage site and buildings for an amount not to exceed $5,500.00 and to assign Wayne St. John as the project manager for the pre-planning, design and construction.

 

Background:  The street garage is one of the oldest municipal buildings, constructed in the early 60’s.  It has never been expanded or upgraded.  Due to changes in the building code, the existing structure could not be constructed.  The growth of the city, the work force, and the equipment, as well as the fact the building’s infrastructure is buried in the concrete floor slab and is failing, necessitate an upgrade at this time.

 

This effort was justified and approved in the 2000 budget.  The preliminary work will emphasize reuse of existing buildings, public access and security, compatibility with the flood plain, and long-term maintenance costs.

 

The Council needs to decide if the new building will house all mechanics or remain as it exists today.  If changes are made, this could add to the overall cost of construction.

 

Fiscal Impact:  The $5,500.00 will be deducted from the funds in CIP Project No. 00019 from money budgeted for the design or modifications to the street maintenance site and building.
