Recommendation: That the Common Council approve Resolution No. 10565-110105 which would allow the City of Oak Creek Police, Fire and IT departments to enter into a consortium with twelve (12) communities for the purpose of sharing software, information, communication, network and/or equipment.
Background: I have attended several meetings this past year with the Milwaukee Area Police and Fire departments to discuss the possibility of these communities organizing a consortium to allow for the sharing of resources in an effort to save money. In the past, each agency in the Enforcer Technology group was paying a private business to provide limited connectivity between the agencies and data sharing. After meeting as a group and with the WDOT is was determined that fiber and wireless connections could be made between the agencies involved, which would allow for a more secure network and provide for faster connections and added functionality with the sharing of connections to the Wisconsin Department of Justice, Wisconsin Department of Transportation and other municipal departments by members of the consortium. This agreement will also provide for data sharing among the agencies involved and the ability of a department to share its' cost of leased lines and equipment (i.e. BadgerNet) with other communities instead of each agency having to pay for it’s own.
Attached is a copy of the agreement which defines the terms of this agreement with other communities.
Fiscal Impact: Potential cost savings of $5,000 per year
