Recommendation: That the Council consider Resolution No. 10552-100405, approving a certified survey map for the Parkway Apostolic Church property at 10820 S. Nicholson Road.
Background: The applicant is requesting approval of a certified survey map (CSM) that would create two (2) parcels in the Rs-2, single family residential zoning district. The CSM would split off a single-family residential home from a large undeveloped property. Lot 1, which is where the home is located, will be 20,500 square feet. The larger undeveloped Lot 2 would be 9.5 acres. There is no proposal to develop this property at this time. Lots in the Rs-2, Single Family Residential Zoning District require a minimum of 100 feet in width and 17,000 square feet in lot area. Both of these parcels exceed these requirements.
The Plan Commission has reviewed this request, and recommended its approval.
Fiscal Impact: The approval of this certified survey map would create a 9.5 acre parcel that could be used for residential development. Data has suggested that any homes constructed on the new parcels would need to have an assessed value in excess of $249,577 in order to generate revenues equal to costs. Per project number 80015, there are currently outstanding deferred assessments of $8400 for sanitary sewer, $7,600 for watermain, and $2980 for a sanitary lift station that will become due and payable upon Common Council approval of the certified survey map.
