Recommendation: That the Council consider Resolution No. 10401-090704, approving a development agreement for the property at 1120 West Drexel Avenue.
Background: Gregg Schmidt is requesting approval of a certified survey map that would subdivide the property at 1120 W. Drexel Avenue into parcels of three parcels of ±.57 acres, as well as a fourth parcel of 1.25 acres.
The property is zoned Rs-3, Single Family Residential. Properties within the Rs-3 zoning district must be a minimum of 12,000 square feet in area with a minimum lot width of 80 feet. Each of these parcels meets that minimum requirement.
While this property may be zoned Rs-3 and illustrated as single family residential on the adopted land use map, staff feels compelled to reiterate its concerns regarding the inappropriateness of residential development of this property. Having said that, and recognizing that the site is properly zoned, staff has been working with the developer to attempt to mitigate some of these concerns.
The developer is proposing to provide sanitary sewer to these parcels via an easement across private property from S. 13th Street. The Water and Sewer Utility has acknowledged that this is acceptable.
Drexel Avenue, in this area, is an arterial street with a boulevard section under the control of the City. It is not appropriate for individual residential driveways to take direct access to this street. As such, staff is requiring that the developer provide access to these lots (and presumably any redivision of Parcel 4) via a private road within an easement on these lots as illustrated in Exhibit “A”. This private road must be designed per any Fire Department requirements. In addition, the developer will be required to relocate an existing median in Drexel Avenue, as well as provide a new left turn lane for this development. A sidewalk along Drexel Avenue will also be required.
This development agreement provides for the installation of the required infrastructure. This must take place before the CSM is recorded. Once the improvements identified by the development agreement are complete, the Council will be asked to approve the CSM.
Fiscal Impact: The approval of the development agreement will not have an impact. However the homes constructed on the lots, when recorded, will need to have a value in excess of app. $250,000 in order to generate revenues to equal the cost of services provided.
