Recommendation: That the Common Council adopt Ordinance No. 2322, an ordinance to repeal and recreate Section 13.103 regarding definitions, to repeal Section 13.104(c)2 and 13.104(c)3 regarding exemptions, to repeal and recreate Section 13.105(b) regarding water quality technical standards, to repeal and recreate Section 13.106(a)13 regarding protection of drainage systems, to create Section 13.106(i), Section 13.106(j), Section 13.106(k) and Section 13.106(l) relating to post-construction storm water management performance standards.
Background: The proposed storm water management performance standards ordinance was developed to comply with Chapter NR 151 of the Wisconsin Administrative Code. The post construction performance standards established in NR 151 go into effect on October 1, 2004. A draft copy of the ordinance was contained in the 2003 NR 216 Annual Report. The DNR reviewed and approved the draft ordinance for compliance with NR 151. The performance standards include requirements for infiltration, protective areas and fuel and vehicle maintenance areas.
