Recommendation: That The Common Council adopt Resolution No. 10396-081704 approving the Milwaukee County Pre-Disaster Mitigation Plan set forth by Maxim Technologies working with the Milwaukee County Emergency Management Bureau.
Background: In 2000 the Federal Government amended the Robert T. Stafford Relief Act to include a new section called Section 322 Mitigation Planning. This plan requires all local governments to have an approved mitigation plan in place by November 1, 2004. The purpose of having this plan in place is to provide a list of mitigation projects that will assist communities in Milwaukee County in reducing risk and preventing loss of life and property from future hazard events. It also makes the City of Oak Creek eligible to receive hazard mitigation project grants.
This plan is part of an overall nationwide plan to coordinate natural disaster mitigation planning and improve the quality of life for its citizens. The City of Oak Creek, along with all other communities in Milwaukee County, will be able to promote sound public policy regarding natural disaster mitigation and reducing our overall vulnerability. Coordination of this plan is through the Milwaukee County Management Bureau Administrator who will be responsible for submitting the plan. This is part of the overall Homeland Security program through FEMA (Federal Emergency Management Agency). Upon acceptance of this plan by FEMA the City of Oak Creek will be eligible for local mitigation project grants pre and post-disaster.
