Recommendation

That the Common Council:

a.         Waive the Plan Commission fee chargeable to the Oak Creek-Franklin School District for rezoning of the Scanlan Elementary school site;  and,

b.         Waive the building permit fees chargeable to the Oak-Creek Franklin School District for the Scanlan school project.

 

Background:

Included with this report is a copy of a letter from Bob Peck, Deputy Superintendent for Business Services for the OC-Franklin School District, requesting that the Council waive both the Plan Commission fees for the Scanlan site rezoning, and the building permit fees for the elementary school project. 

The Council faced a similar request in early 2001, when it was asked to waive Plan Commission and permit fees for the OC High School project.  At that time, the Council waived both types of fees.   Recognizing that the funds to pay the fees are taxpayer dollars, the Council, however, asked for verification of what specifically was purchased with the waived building permit fees which were estimated to be approximately $30,000.

As a further note, the City has waived 87% of the stormwater fees for the School District, which was the percentage amount attributable to the City of Oak Creek, not including the Franklin portion.   This principle could be applied to these waivers as well, should the Council choose to do so.

 

Fiscal Impact:

At 100% waiver, the City would forego Plan Commission revenues of approximately $775 for rezoning fees.  (At 87% waiver, the loss in revenue would be approximately $674)

At 100% waiver, the City would forego Inspection revenues of approximately $30,000.  (At 87% waiver, the loss in revenue would be approximately $26,100.)
