Recommendation:  That the Council authorize staff to release a request for proposals for consultant services for planning of the 27th Street corridor.

 

Background:  On May 19, 2004, the Community Development Authority’s for the cities of Oak Creek and Franklin met to further discuss the preparation of a development plan for the S. 27th Street corridor.  Additional information on this request is contained in the attached memo.

 

At that meeting, and after considerable discussion about the scope of this initial plan, the CDA’s voted to proceed along three different, yet related fronts.

 

  1. Oak Creek and Franklin will jointly release a RFP for a consultant to prepare a grant application to the State for financial assistance in the preparation of a “Smart Growth” comprehensive plan for the City of Franklin.  As part of that effort, an update to the City of Oak Creek’s already adopted “Smart Growth” plan for the 27th Street corridor would be proposed.

 

  1. A second RFP would be released jointly by the two Cities for a consultant to study land uses and to prepare a plan to develop unified development standards for both sides of the entire 27th Street corridor.

 

  1. The proposal to jointly undertake a detailed study of the corridor immediately adjacent to Northwestern Mutual Life was withdrawn, allowing Oak Creek to move forward independently on the preparation of a specific plan for this high priority area.  The request for proposals for this detailed plan on the Oak Creek side has already been approved for release by the Common Council.  (Note:  Franklin will be requesting a similar detailed plan for lands abutting 27th and Oakwood in their community.)

 

 

Fiscal Impact:  The cost will be negotiated with the firm(s) selected to complete the plans.  No funds have been set aside for these additional service requests.
