Recommendation:  That the Common Council accept the recommendation of the Personnel Committee and adopt Resolution 10360-031604, establishing the City’s Volunteer Policy, as attached.

Background:  Over the past few months there have been several opportunities where department heads have received inquiries from citizens looking to volunteer for specific tasks that the city could benefit from.  There have also been opportunities where department heads could use assistance but don’t necessarily feel the need to hire an individual to do limited term tasks.  A draft policy was presented to department heads for their input and was forwarded to the Personnel Committee for review.  Modifications were made based upon suggestions from the city’s labor attorney and were incorporated into the attached document.

Fiscal Impact:  Implementing this policy would not have any direct cost to the city; clearly outlining the expectations and responsibilities  other than for training, but would likely reduce cost by limiting the city’s exposure to harassment claims.
