Recommendation: That the Common Council consider a motion to award the 2004 Road Improvements unit price contract to the lowest responsive, responsible bidder, Payne & Dolan, Inc. (Project Nos. 04004 and 04011 through 04019).
Background: The Common Council adopted Resolution No. 10352-031604, approving the project on March 16, 2004. The Engineering Division prepared the plans and specifications for the project and the work was advertised. The following three bids were received:

*Project limits for Shepard Avenue were revised in the design process
Fiscal Impact: With funds remaining in the “Unspecified Streets” control account from past paving projects and those budgeted for in the 2004 C.I.P., the City has approximately $1,770,000 for the paving program. There is also $68,615 in LRIP grant funding from WDOT for the Oakwood Road segment, bringing the total of available funds to about $1,839,000.
