Recommendation:

That the Common Council authorize hiring one (1) replacement Part-time Clerical employee to be assigned to the Clerk’s and Treasurer’s offices.

 

Background:   In 2003, two permanent part-time employees in the Treasurer’s office retired.  One of those employees provided coverage in the Clerk’s office as well.  To help in keeping costs down, approval was requested to fill only one position.  In October, 2003, the Council adopted Resolution 10287-100703, declaring a moratorium on hiring and promotions through calendar year 2004, which meant that any City vacancies were subject to review and authorization by the Council before being filled.  An exception was made at that time to allow hiring of one replacement part-time employee in the Treasurer’s office.  A part-time employee was hired, but resigned after a short time. Both offices have attempted to operate without that additional permanent part-time employee, but the workload is too great to continue much longer, particularly with vacations and fall election work beginning.

An eligibility list of part-time clerical candidates was established in late 2003, so there would be no additional costs incurred for recruitment.

 

Fiscal Impact

Sufficient funds have been budgeted for 2004 in the Part-time Salaries in Accounts 44-105 and 46-105.
