Recommendation:  That the Common Council approve the recommendation of the Street Superintendent to purchase refuse carts, city wide, from Rehrig Pacific Company in the amount of $319,775.00.

 

Background:  The Street Department sent out bids to various vendors for the carts and received two(2):

Approximately six (6) months ago, the Common Council approved the recommendation of the CIP Committee to do a pilot program to see if this automated cart refuse collection would be successful.  This cart system pilot program is nearing the end of the six (6) month period.  The response has been overwhelming favorable to go City-wide with the automated cart system.

 

Recently, the Common Council approved the purchase of a 4th side loader to be used for the automated collection system.  The Street Department is working on changing the current rubbish collection routes to a four (4) day collection system (no rubbish collection on Fridays).  The Street Department has made contact with Waste Management and is working with them to redo the recycling routes to match Oak Creek’s new four (4) day collection program.  The Street Department will also be delivering new recycling calendars to residents which reflect the new collection schedule.

 

The Street Division is hopeful that the new automated refuse collection system will be in place by July 1, 2004; this is dependent upon the delivery of the new sideloader.  The refuse carts will be delivered to each resident by the vendor and will be inventoried by serial number.  Rehrig will be able to deliver the carts within 10 days to all City residents.  The carts being used during the pilot program will remain in place as they came from Rehrig Pacific.  They will be purchased at the end of the pilot program for the same price as Rehrig’s bid price.

 

 

 

 

 

Initially, all residents will receive a 95 gallon cart.  If, in the future, they require a second container, residents will be able to purchase an additional cart at the cost of the bid price.  If a resident feels that they require a smaller cart (65 gallon or 35 gallon), the 95 gallon cart can be exchanged for a smaller cart at no cost to the resident.

 

 

Fiscal Impact:  Funds in the amount of $250,000.00 were approved in the 2004 Capital Equipment Program (CIP).   The remaining $69,775.00 would be funded as follows:  $50,406.69 from the 2002 Street Dept. CIP Project 02013; $19,368.31 from the 2003 Street Dept. CIP Project 03024.
