Recommendation: That the Council authorize the Department of Parks, Recreation & Forestry to proceed with a Howell Avenue median enhancement, tree planting project, beginning spring 2004.
Background: At the December 3, 2003 Community Development Authority meeting, the Director of Parks, Recreation & Forestry and the City Forester discussed enhancement of the Howell Avenue medians (from Forest Hill to Centennial) with CDA members. (Meeting minutes enclosed).
After discussing water lateral and sprinkling system installation costs (necessary for upkeep of flower beds), the CDA accepted the Parks, Recreation & Forestry Department recommendation of planting a variety of trees (many flowering) that would enhance the Howell Avenue medians for the least amount of cost and labor, with the most amount of atmospheric and environmental impact.
At their March 11, 2004 meeting, the Parks, Recreation & Forestry Commission also approved the Howell Avenue median enhancements that were discussed and accepted by the CDA. The Commission wants the median enhancement project to be implemented from Groveland Drive to Centennial Drive in 2004. The project can then be evaluated for possible expansion in 2005.
The proposed plan would begin at Howell and Puetz and eventually radiate out in both directions on either street. Our first area of concentration would include Howell Avenue medians between Groveland and Centennial. DOT median setback specifications will be followed. Tree placement maps and list of potential trees are attached.
All work would be performed by the Department of Parks, Recreation & Forestry. Fourteen trees are planned for spring planting.
Fiscal Impact: Funds have been allocated in the 2004 Forestry CIP account. Breakout is as follows:
Groveland to Centennial

Topsoil and supplies $ 60
