Recommendation: That the Common Council adopt Ordinance No. 2296, which would rezone a portion of the property at 8201 S. Howell Avenue from M-1, Manufacturing to B-3, Office and Professional Business and grant a conditional use permit for a day care center with an outdoor activity area.
Background: Ebenezer Child Care Center is requesting that a portion of the property at 8201 S. Howell Avenue be rezoned from M-1, Manufacturing to B-3, Office and Professional Business with a conditional use permit to allow for a day care center with an outdoor activity area.
According to their application, Ebenezer Child Care Centers, Inc. is a not-for-profit, non-sectarian, locally based child care agency. The proposed facility would be app. 15,000 square feet with a playground area, and would be licensed to serve children ages 4 weeks through 12 years.
The land use map accompanying the adopted comprehensive plan illustrates this area as General Industrial. Although not a true industrial use, a day care center is a complimentary business that would serve the businesses and employees within the Northbranch Industrial Park. As such, it would be an appropriate use of this property.
The Plan Commission has recommended that the property be rezoned, and that the conditional use permit be granted.
Fiscal Impact: Based on the information submitted by the applicant, this organization is non-profit which most likely will have a negative fiscal impact.
