Recommendation: That the Council adopt Resolution No. 10346-030204, approving a certified survey map for the property at 7750 S. 13th Street, subject to conditions listed in Plan Commission approval.
Background: James Overland is requesting approval of a certified survey map that would subdivide the property at 7750 S. 13th Street into parcels of 2.73, 1.34, 1.34 and 1.28 acres. This property is zoned Rs-3, Single Family Residential. Properties within the Rs-3 zoning district must be a minimum of 12,000 square feet in area with a minimum lot width of 80 feet. These parcels exceed that minimum and should be recommended for approval. Since 13th Street (CTH V) is under the jurisdiction of Milwaukee County, a driveway permit will be required from them. The applicants have already contacted the County, who has indicated that they would allow a total of 3 driveways for the four parcels.
The Plan Commission has reviewed this request and has recommended its approval subject to the completion of technical corrections and grading plans for each parcel.
Fiscal Impact: Recent data has suggested that any homes constructed on the newly created parcels would need to have an assessed value in excess of $249,577 in order to generate revenues equal to costs. Each of the newly created parcels would be subject to the payment of impact fees.
There are outstanding assessments of $19,426.88 for sanitary sewer and $14,449.38 for water on this property.
